Necitha Baker Madison Associate, Bates & Coleman, P.C.  Areas of Emphasis and Related Experience: Nikki focuses her practice in the area of  public finance, with an emphasis on tax-exempt, taxable and municipal finance. She has  experience as co-bond counsel, borrower’s counsel, disclosure counsel and  underwriters counsel in financings involving utility districts, municipalities, school  districts, hospitals, colleges and universities, municipal water and sewerage systems,  state agencies and airports. Her experience in bond financings includes general  obligation financings, special facilities financings, limited obligation financings, ad  valorem tax-secured financings, tax and revenue anticipation financings and special or  limited obligation financings, such as utility system revenue-secured financings. Mrs.  Madison began practicing public finance law in 2008.
